There is no scientific method of measuring which groups break rules more often than not. However, I do have some formidable sum of logs I have been keeping for years, and I review the channel daily to see who invoked my ban script, and anything that slipped through. So while my statement
might sound inexact at best, I do not believe you can counter me otherwise... besides, I have final saying on bans I place (only person who can override this is Big "G").

Yes, I would. Gari can override ban for himself well enough, so I would not second guess myself on that.

There is no hard cut off line. It just goes, and no, it will not be something as insignificant as 10% or so (not for a permanent ban, anyways).

I do not feel that I should invest more time than I already had with ban script in order to prevent people from rule breaking when simple ban would be more time efficient. Besides, spending less time on those might mean that I have more time hunting/scanning stuffs.

Every channels have their own sets of banned triggers and rules. We have no obligation to conform to their sets of rules unless it is something of "all users banned". Besides, we have our releases made available in the website, so banning someone from downloading in IRC channel would have minimal effect. I wouldn't care about swapping raws and/or porn as long as it is done elsewhere. All I ask is not to mention them in the channel or in forum.
Once again, I have final saying in this matter (other than G), so don't expect me to have a change in heart.
